Executive Summary
This weekly briefing summarizes developments in special operations forces (SOF), global conflicts, intelligence, and national security from the past week. The Iran situation has reached a stalemate – no talks, Iran imposes their blockade, the U.S. imposes its blockade, the economic fallout is hitting Iran hard and affecting the global economy as well. The attritional war in Ukraine continues, with Russia sustaining heavy casualties for marginal territorial gains. Ukraine continues to rapidly develop new technologies for drone warfare and Russia is quick to copy. The A-10 lives for a while longer, the DoD FY27 Defense budget (huge!) has been submitted, Navy Secretary fired, the Global Terrorism Index is out (PDF and map), and some interesting videos.

SOF News
Eric Wendt Nominated for Ambassador. Lieutenant General (Ret.) Eric Wendt, an SF officer, has been nominated by the White House to be Ambassador Extraordinary and Plenipotentiary of the United States to the Republic of Albania. He last served as the commander of the NATO Special Operations Headquarters in 2021. He previously served as commander of JFKSWCS, SOCKOR, RC North in Afghanistan, and 1st Special Forces Group.
U.S. Soldier Charged in Betting Scheme. A soldier stationed at Fort Bragg, NC has been accused of using classified information about the military operation to capture Venezuelan President Nicolas Maduro to place bets on the prediction market Polymarket. News reports say that Gannon Ken Van Dyke was involved in the planning of the operation. He is reported to have made more than $400,000 in profits from the wagers. The activity is being treated as a potential violation of federal insider trading and national security laws. He created a Polymarket account on December 26, 2025, and placed bets days later. Podcast – Where the Lion Can’t Reach: Unconventional Warfare in Major War. Lieutenant General (Retired) Ken Tovo and Mark Grdovic discuss the role unconventional warfare and special operations forces in conventional major war with hosts Kyle Atwell and Alexandra Chinchilla on the Irregular Warfare Initiative. The discussion draws heavily on the 2003 invasion of Iraq. During that campaign, U.S. Special Forces partnered with Kurdish Peshmerga forces to create a northern front and tie down Iraqi forces. They also generated intelligence and supported the broader conventional campaign.

Chief Warrant Officer 3 Ernie Hansen argues that a small, dedicated two-person AI Integration Cell at the SFG level institutionalizes innovation, enables decentralized execution, synchronizes AI initiatives, and ensures competitiveness as adversaries rapidly integrate AI. “Institutionalizing Artificial Intelligence Integration in Special Forces: The Case for a Group-Level AI Cell”, Special Warfare Journal, April 24, 2026.
SERE Reintegration Exercise. U.S. Army’s Survival, Evasion, Resistance and Escape (SERE) school at Fort Rucker partnered with U.S. Army South from March 14-18, 2026 to successfully execute a large-scale reintegration exercise, simulating the mass return of service members from a large-scale combat operation. The landmark exercise processed nearly 50 students acting as returned prisoners of war (POWs), the largest reintegration since Operation Homecoming in 1973. It was the first event of its kind to include a mass Phase I medical triage and time-sensitive debriefings for all returnees, moving reintegration planning from a theoretical concept to a practical, battle-tested framework. “Army Conducts Historic Large-Scale SERE Reintegration Exercise”, Soldier Systems, April 25, 2026.
Rangers Win Best Sapper Competition. Two Rangers were declared the top combat engineers after several days of grueling challenges. “Rangers win Best Sapper competition for second year in a row”, Task & Purpose, April 24, 2026.
USSOCOM ANCHOR Initiative. United States Special Operations Command has issued a broad industry solicitation calling for industry and others to join a new initiative entitled Advancing Naval Capabilities through Holistic Opportunities and Resources program or ANCHOR. There are six focus areas: unmanned systems, counter-unmanned systems, C5ISR, scalable effects, human performance, and human-machine learning. “U.S. Special Operations launches push for next-gen maritime weapons”, Defence-Blog, April 25, 2026.
Baker Street, London. John Fenzel, a retired Green Beret, takes us on a tour of the London neighborhood where the Special Operations Executive (SOE) had its offices during World War II. At street level there were barbershops, pubs, newsstands, butcher shops, clothing stores, and other commercial business firms. From the second floors and rising the clandestine work of the SOE was taking place. How U.S. Irregular Warfare is Undermined. Operation NIMROD. The Iranian Embassy siege took place from April 30 to May 5, 1980. A group of six armed Arab men stormed the Iranian Embassy in London. They took 26 hostages – demanding safe passage out of the United Kingdom and the release of Arab prisoners in Khuzestan Province, Iran. On the sixth day the armed men killed a hostage and threw his body out of the embassy. Shortly afterward the elite Special Air Service conducted Operation Nimrod to rescue the remaining hostages.

National Security and Commentary
Warthog’s Life Extended. The Secretary of the Air Force announced on X on Monday, April 20, 2026, that the infantryman’s favorite CAS platform, the A-10 Thunderbolt II, will be extended to 2030. The A-10 program was well on the way to being shut down. The A-10 Weapons School may no longer be running, formal training courses will need to be extended, and pilots, maintenance, and sustainment lined up for the next several years. Southcom Autonomous Warfare Command. A new command has been established by SOUTHCOM that will employ autonomous, semi-autonomous and unmanned platforms and systems to counter threats and challenges across domains, linking tactical missions to long-term strategic effects. It will also collaborate closely with allies and partners in the region to advance shared goals, such as disrupting and degrading narco-terrorists and cartel networks and responding to life-threatening crises caused by large-scale natural disasters. “Southcom Establishes Autonomous Warfare Command”, DoD, April 23, 2026.
FY27 Defense Budget. The Department of Defense (DoD) today released the Fiscal Year 2027 (FY27) Defense Budget, which asks for a generational investment of $1.5 trillion, marking a 42% increase over current funding levels. “Department of War Releases the President’s Fiscal Year 2027 Budget”, DoD, April 21, 2026. Trump’s Battleship. President Trump rolled out a plan for a new battleship several months ago. Many national security analysts believe the days of large ships are over, especially with autonomous weapons systems and drones. This new ship, sometimes referred to as the Next Generation Battleship, will likely cost $17 billion per vessel, a hefty price tag. “Everything New We Just Learned About the Trump Class Battleship Program”, The War Zone, April 22, 2026.
Lethal Strike in SOUTHCOM AOR. On April 24, Joint Task Force Southern Spear conducted a lethal kinetic strike on a vessel operated by Designated Terrorist Organizations. Intelligence confirmed the vessel was transiting along known narco-trafficking routes in the Eastern Pacific and was engaged in narco-trafficking operations. Two male narco-terrorists were killed during this action. Video.
Navy Secretary Phelan is Out. The departures of senior civilian and military leaders at the Department of Defense is continuing. The Pentagon announced that U.S. Navy Secretary John Phelan is leaving his role in the administration effective immediately. No reason for the departure was provided. The Acting Secretary of the Navy is now Hung Cao, a Navy veteran with an EOD background and wartime deployments.
Two CIA Officials Killed in Mexico. Two U.S. personnel working for the Central Intelligence Agency were killed in a vehicle crash in a convoy returning from an operation to destroy drug labs of criminal groups. Two Mexican investigators were also killed in the crash. “2 US officials killed in Mexico crash after anti-drug operation worked for CIA, AP sources say”, Associated Press, April 21, 2026.

Iran War and Operation Epic Fury
Munitions Stockpiles Depleted. U.S. munitions have been expended at a high rate during Operation Epic Fury against Iran, prompting concerns the Pentagon is eating into weapons stockpiles it needs to deter threats around the world. “Munitions Used vs. Iran Will Take Years to Replace, Even with Huge Pentagon Weapons Budget”, Air and Space Forces Magazine, April 23, 2026.
Talks Not Happening. Iran sent its foreign minister to Islamabad this past Friday, but only for several hours, then he left. President Trump canceled the trip by Steve Witkoff and Jared Kushner saying:
“You probably heard that we canceled the trip. We have all the cards. We’re not going to spend 15hrs in airplanes all the time, going back and forth, to be given a document that was not good enough. So, we’ll deal by telephone, and they can call us any time they want.”

Taking the Islands. There are a number of islands in and near the Strait of Hormuz that are strategic in nature. From the islands small boats, rockets, and short-range missiles can be launched to disrupt military and commercial maritime traffic. Small Boat Threat. The Islamic Revolutionary Guard Corps (IRGC) has a variety of smaller boats – hundreds of cigarette boats and Boston Whaler-size boats. These boats are assessed to have been used to lay mines, according to reporting and regional threat assessments in the Strait of Hormuz. The IRGC has invested heavily in its fleet of small boats for decades. In addition to being used to lay mines, these small boats are armed with short-range anti-ship missiles, artillery rockets, and other weapons.
Russian Assistance to Iran. Reports indicate that Russia may be sharing intelligence on U.S. installations, aircraft, and naval movements with Iran, aircraft, and navy ship locations is being shared by Russia to Iran. In addition, Russia is supplying drones and other military equipment to Iran. The route for the drones and military equipment is across the Caspian Sea (NSI map) into ports on the northern coast of Iran. Maritime Raid Force. The Marines had a special unit consisting of both reconnaissance and infantry Marines board and seize an Iranian vessel on April 19, 2026. U.S. Intercepts M/V Sevan. An Iranian “shadow fleet” tanker, the M/V Sevan, which was sanctioned Friday, April 24, 2026, by the U.S. Department of the Treasury, was intercepted by a U.S. Navy helicopter from the USS Pinckney (DDG 91) on Saturday, April 25, 2026. The Sevan is now complying with directives to turn back to Iran and is currently under escort. CENTCOM X, April 25, 2026.
Operational Assessment. The current phase of the Iran conflict reflects a controlled escalation dynamic characterized by reciprocal economic pressure, maritime disruption, and limited direct engagement. Neither the United States nor Iran appears willing to transition to large-scale conventional conflict, instead maintaining pressure through blockade effects, proxy activity, and calibrated military actions. The continued disruption of maritime traffic in the Strait of Hormuz, combined with constrained negotiations, suggests a protracted standoff rather than imminent resolution.

Ukraine Conflict
Russia’s SOF Units Decimated. Julian McBride writes on how Russia’s specialized units have been used as conventional frontline infantry; and as a result, have suffered casualties that hinder their future employment over the next few years in special operations. Over the past four years the Russians have suffered significant losses not seen since World War II with little strategic gain on the battlefield. The Small Unit Battle. The Eastern Front is compressing decades of tactical evolution into months. Some History – the CIA in Ukraine Post-WWII. A few years after the end of World War II the Central Intelligence Agency attempted to aid a Ukrainian resistance movement opposing Soviet occupation. EU Loan. The European Union voted to move ahead with a long-delayed 90 billion Euro loan to Ukraine – after Hungary (thanks to a recent election) dropped its opposition.

Intel, IO, Cyber, AI, IW, Technology
CRS Report – Pentagon-Anthropic Dispute over Autonomous Weapons Systems. Anthropic has played a major role in providing advanced artificial intelligence (AI) capabilities to address critical national security challenges. Claude is a program used in intelligence analysis, modeling and simulation, operational planning, cyber operations, and more. Anthropic is unwilling to allow the Pentagon to use Claude for mass domestic surveillance and fully autonomous weapon systems. Since then, the Pentagon has decided to stop using Claude and move on to other AI solutions. CRS IN12669, April 21, 2026.

AI and Influence. Generative AI enables our adversaries to weaponize disinformation like never before. Moreover, responsibility for the problem doesn’t rest solely with psychological operations (PSYOP), information operations (IO), or any one job field: it requires a unified approach. Intel Officer Training. Major Anton Maksymov of the Ukrainian Army writes on how the four-year long conflict in Ukraine has elevated the importance of rapid collection, processing, exploitation, and dissemination of intelligence; the application of electronic warfare and artificial intelligence (AI), and the ability to react quickly to new circumstances. “Intelligence Officer Training for Network-Centered Warfare in Ukraine and the United States”, MI Professional Bulletin, April1, 2026.
MI Program Budget. The Department of War released the Military Intelligence Program (MIP) top line budget request for fiscal year 2027. Report – Russia’s Nuclear Weapons. The Congressional Research Service has updated its report on Russia’s nuclear arsenal. It states that Russia has continued modernize and diversify the capabilities that it could employ against the U.S. homeland. President Putin has repeatedly invoked Russia’s nuclear weapons in an apparent attempt to deter Western military intervention against Russia in Ukraine. Report – Civil Defence in Europe: An Initial Assessment. Europe’s civil defense is a patchwork: some governments have built durable whole-of-society systems; others remain chronically exposed. Closing that gap requires not just more spending, but a fundamental rethinking of how states, societies, and the private sector prepare for threats which no longer respect the boundary between war and peace. Canada Securing the Arctic. Over the past three months, Canadian soldiers conducted a more than 5,000-kilometer snowmobile patrol in extreme Arctic conditions traveling from Inuvik, Northwest Territories to Churchill, Manitoba, braving blizzards and minus-60 degree Celsius temperatures in military exercises designed to prepare for a foreign threat – and demonstrate Canada’s ability to take care of itself. “Canadian military aims to show it can go it alone in the Arctic”, Arctic Today, April 21, 2026.

Around the World
Tragedy for our Afghan Allies. There are Afghan families on a U.S. air base in Qatar who have been there for months. They evacuated from Afghanistan under a U.S. Department of State visa program because they were endangered for helping the United States during the U.S. 20-year involvement in the Afghan conflict. These Afghans were vetted, evacuated, and promised a path to settlement in the United States. Now, the White House has a plan to send them to the Democratic Republic of the Congo (DRC), an African nation in the midst of conflict. Stand for Our Afghan Allies. Recent policy changes have significantly impacted Afghans in the SIV process, including both recipients of the visa who have arrived in the U.S. since January 2025 and Afghans overseas with applications underway. Mali Update. On Saturday, April 25, a major offensive was mounted in Mali by rebels – radical Islamists and Sahara Tuaregs. Multiple government troop locations were attacked across the country. Catch up on the Mali news in “Major Offensive Launched in Mali”, SOF News, April 26, 2026.
Two days of national mourning were declared beginning Monday, April 27, in honor of Defence Minister Sadio Camara, who died from a suicide car bomb attack on his home on Saturday, April 25. There are reports that the Chief of the General Staff CEMA was also killed in his home.
Russia’s Africa Corps has left the old UN base in Kidal in northern Mali and repositioned in Tessalit where there is a military base and airport after negotiations with the rebels. It is unknown if they will remain in Tessalit or leave that base as well. Reports indicate that the Armed Forces of Mali (FAMa) have maintained control over the main air bases in Gao, Savare, Kati, and Bamako.
