The 2026 edition of SOF Imperatives by the Global SOF Foundation (GSOF) features a singular, overriding focus: the urgent need to significantly increase the total top-line budget allocated to U.S. Special Operations Command (USSOCOM).
The SOF Imperatives are provided by GSOF once a year. In the previous years GSOF has highlighted specific programs, operational authorities, and unique funding lines requiring Congressional action. The 2026 SOF Imperatives is focused on the top dollar figure required by SOF to train to and execute its missions over the next few years.
GSOF’s document explains the reality of flat budgets and surging demand where each year USSOCOM sees a reduction in actual purchasing power but an increased demand by the Geographic Combatant Commands (GCCs) for a greater SOF presence.
SOF needs consistent funding for its modernization and research and development. However, USSOCOM has been forced to sacrifice modernization due to an increase in current global operations. The GSOF paper continues by providing charts that detail the funding issues and a “call to action” for Congress to provide for a budget of at least $24 billion annually.
