Update Summary of Operation Epic Fury (8-12 April 2026)

Executive Summary

An update on Operation Epic Fury – the Iran War: ten days left to the 2-week long ceasefire and talks are taking place in Islamabad, Israel attacks continue on Lebanon, U.S. refits and rearms for future operations, and Iran still has control of the Strait of Hormuz. The fact that the U.S. (and Israel) have severely degraded elements of Iran’s navy, air force, and senior military leadership has led the U.S. to declare victory (repeatedly over the past several weeks). However, winning at the operational and tactical level doesn’t always translate to winning at the strategic level. At this point, many defense analysts are coming to the conclusion that the U.S. has misread Iran’s willingness to absorb pain, sanctions, isolation, and war.

Vance Address to Press. Vice President J.D. Vance held a press conference with an update to the negotiations that took place on Saturday. Some news is coming out and it is not encouraging. Despite a marathon meeting (21 hours) it appears progress was not made. Statement by Vance:

“The bad news is that we have not reached an agreement. And I think that’s bad news for Iran much more than it’s bad news for the US. So, we go back to the US having not come to an agreement … they have chosen not to accept our terms.”

At the April 8, 2026 press conference General Dan Caine, Chairman of the Joint Chiefs of Staff listed the statistics of the Epic Fury campaign up until the ceasefire announced on April 7, 2026:

  • More than 13,000 targets attacked
  • 1,500 air defense targets or 80% of Iran’s air defense systems destroyed
  • Numerous ballistic missile and one-way attack drone facilities hit
  • Hundreds of C2 nodes struck
  • Majority of Iran’s naval ships and mines destroyed
  • Most of Iran’s nuclear-related industrial capability attacked

Air, Missile, Drone, and ISR Operations

Israeli airstrikes are continuing against Hezbollah-linked targets in Lebanon; particularly around Beirut and southern Lebanese areas tied to Hezbollah infrastructure. Iranian missile and drone attacks are continuing against Gulf countries. ISR activity continues, with some U.S. unmanned systems reportedly lost. The current pattern suggests a transition from high-intensity state conflict to controlled escalation through proxy or partner-aligned forces, intelligence collection competition, and deterrence signaling.

Maritime Situation and Strait of Hormuz

Strait of Hormuz. Iran is in a better position now for controlling the strait than it was before the current conflict kicked off on February 28. It claims that the ‘traditional’ routes vessels took have been mined and that the only safe transit route is along Iran’s coast where ships need to register first before passing, pay a transit toll ($2 million per oil tanker), and then wait to be escorted by an Iranian warship.

The Strait of Hormuz is a complex operational and legal challenge with no immediate solution for the United States. Despite continuous threats and military action by the United States, Iran has not budged on the reopening of the strait. Iran claims the Strait is open. However, there have been limited controlled transits reportedly involving 10-15 vessels. These vessels must apply for permission to transit the strait, take the designated route through the Strait of Hormuz (NSI) that Iran has specified, agree to a naval escort by Iran, and pay a $1.00 a barrel toll. Some maritime analysts estimate fees could reach approximately $2 million per tanker under proposed Iranian transit conditions. A multinational effort and diplomatic solution will likely be needed to reinstate transit passage rights and freedom of navigation. Opening the Strait. There are a couple of factors and questions at hand when discussing the opening of the Strait of Hormuz. Iran says it is open . . . yet there are constraints as described in the paragraph above. Another factor is how Lloyd’s of London shapes the cost and availability of maritime war risk insurance, which is required by most shipping companies and charterers. When the Lloyd’s Joint War Committee designates the Persian Gulf as a Listed Area, it triggers higher insurance premiums that can add hundreds of thousands of dollars per voyage.

Destroyers Transit Strait. Two U.S. Navy destroyers transited the Strait of Hormuz; potentially supporting mine countermeasure operations. The Iranians issued a statement saying no U.S. warships have passed through the Strait. Two U.S. mine counter-measure vessels are currently located outside of the Persian Gulf.

Negotiations and Diplomatic Activity

Ceasefire Meeting in Islamabad. Delegations from Iran and the United States are meeting in Islamabad, Pakistan to negotiate an agreement that would be more permanent than the current two-week ceasefire. First meeting is scheduled for Saturday, April 11, 2026. Real estate developer Steve Witkoff and Trump’s son-in-law Jared Kushner are heading up the U.S. team in Islamabad. Vice President J.D. Vance will also be attending. If the talks proceed, Iran may attempt to solidify some strategic gains. Iran hopes to secure an agreement that ends the military threat to Iran and reinforce Iran and allied actors as durable political and security stakeholders in the region. Tehran will also seek U.S. recognition that it can control and earn revenue from the flow of traffic through the Strait of Hormuz.

Israel says it will open direct talks with Lebanon but not halt attacks on Hezbollah. The talks will focus on disarming Hezbollah and the formalization of peaceful relations between Israel and Lebanon. The two nations have not had direct talks since 1983. Israel is maintaining that the current ceasefire does not pertain to Israel or to Lebanon.

Commentary, Analysis, and Opinion

DoD Says Objectives Accomplished. The Pentagon says that America’s joint force has helped accomplish all the goals President Trump set for Operation Epic Fury. The goals were destroying Iran’s offensive missiles, missile production, the Iranian navy, and other security infrastructure as well as ensuring Iran never has nuclear weapons.

Victory Declared . . . . But. The U.S. administration, through various channels, has declared victory in the conflict with Iran. From an operational and tactical perspective this has been a successful campaign. However, conflicts are often undertaken to secure geopolitical outcomes not achievable through diplomacy alone. So the question, now that there is a ceasefire with negotiations ongoing, will the U.S. receive a favorable strategic outcome? Or perhaps, Iran will come out on top? Misreading Iran. Siamak Naficy, a Senior Lecturer at the Naval Postgraduate School, examines the historical context of Iran and how U.S. national security analysts are not understanding the nature of the current conflict with Iran. “The Banality of Resistance: How We Keep Misreading Iran”, Small Wars Journal, April 6, 2026.

Aftermath of a Weakened Iranian Regime. Kiyya Baloch, a freelance journalist reporting on Baloch insurgency, politics, and violence in Balochistan, Pakistan, provides an analysis of the potential fallout from a weakened Iranian state. Strategic Assessment

Reassessing the Role of Strategic Intelligence. Itai Shapira, a retired colonel from the Israeli Defense Intelligence (IDI) writes on the usefulness of ‘strategic intelligence’ to world leaders. He cites how tactical and operational-level intelligence is more often used than the academically inclined strategic intelligence fields. He uses the United States and Israel as excellent examples for his argument. “A Declining Demand for Strategic Intelligence? US and Israeli Cases”, April 6, 2026, The Cipher Brief.

Another carrier strike group is on the way to the Middle East region. The USS George H.W. Bush and its associated naval vessels are reportedly scheduled to arrive mid-April. U.S. forces are using the ceasefire period to rest, rearm, and refit. The constant flow of military air traffic from the United States carrying supplies, munitions, and personnel into the Middle East region is continuing.
