The Special Inspector General for Operation Atlantic Resolve (OAR) has published a report that summarizes U.S. Government support to Ukraine and the broader response to Russia’s full-scale invasion, including support to the Ukrainian Armed Forces (UAF), for NATO partners, and U.S. military, diplomatic, and humanitarian activity. This report covers the last two quarters of 2025 due to the 2025 federal government shutdown. Normally, this report is issued quarterly.

Diplomatic Efforts. President Trump and other senior officials have held several high-level talks aimed at peace agreement; however, no real progress has been made.
The United States has been pressing NATO allies to assume greater security responsibilities – increasing defense spending and taking the lead in defending Europe from Russian aggression. A new system has been established through which allies will fund the purchase of U.S. weapons for Ukraine. This falls in line with the 2025 National Security Strategy which shifts U.S. security priorities to the Western Hemisphere.
Russian Advances. The Ukrainian Armed Forces have not stopped Russian advances; however, Russian progress has been very limited. In 2025 the Russians took 1% (1,865 sq. mi.) of Ukrainian territory – none of which included any operationally significant cities. Russia, a much larger country than Ukraine, continue to enjoy advantages in personnel numbers and equipment.
UAV’s and Missiles. The Russians have continued their attacks on Ukrainian population centers and critical infrastructure using long-range drones and missiles. The rate of these strikes increased by 44.5% over the previous six-month period – reflecting Russia’s increased industrial manufacturing capability for these weapons.
Russian Hybrid Warfare. Large unmanned and manned aircraft have violated NATO airspace over the past six months. This has prompted NATO allies to scramble fighter jets in response. Incidents of small drones flying over airports, military bases, and other sensitive areas in Europe have increased. European nations have deployed new systems to counter these small UAVs. In addition, Russia has been accused of sabotage, espionage, election interference, and cyber operations against NATO members.
